How to help someone suffering from the cold & in need of shelter

Winter temperatures hitting the D.C. area early this season, and the cold weather can be dangerous for anyone who lacks a warm place to go. With cold and snow hitting roughly two-thirds of the country now, the Red Cross says that many people are in peril.
